Our system works as follows. All players ranked by Elias are 
classified at a specific position. These individual positions will 
then be assigned a point system. The point system for each position
is the following.

5 points - top 8 % percentile at position
4 points -  9 % - 20 % at position
3 points - 21 % - 40 % at position
2 points - 41 % - 65 % at position
1 point - 66 % - 100 % at position
1 point - to any players unranked by Elias (in 1998, 894 players were
ranked by Elias). Based on our max roster size of 34 players x 30 
teams = 1,020 players. That means the remaining 126 players will 
also be assigned 1 point.

1998 PFBL-B average was 73.67 points if all teams had 34 players (which they 
will in 1999). A ten percent buffer is allowed so the Cap is established at 
80 points.
This Cap is subject to annual review.

SPECIAL NOTE: CURRENT YEAR AVG IS 74.57.

Each team is limited to 80 points without any penalty assessment. 
Below are the penalties if your team is over the 80 points allowed.

81-84 points 
Penalty of $125,000 per point over 80 and forfeiture of 4th Round Pick.

85-88 points
Penalty of $250,000 per point over 84 and forfeiture of 3rd Round Pick.

89-92
Penalty of $500,000 per point over 88 and forfeiture of 2nd Round Pick.

93+
Penalty of $1,000,000 per point over 92 and forfeiture of 1st Round Pick.
